It is situational heal it isn't very common to hit 3 people than it is to hit 1 that is the reasoning behind it.
It's a lower heal during laning phase (1 opponent = 12%).
It's a lower heal against two opponents (24%)
It's only greater when you hit three opponents, which doesn't usually happen unless they are grouped on top of you.
mfw when bronze think hitting 3 ppl with blade is easy and occur everytime -_________________-
