This guy is in such a weird spot. I mean... hes super good and super bad at the same time. No one ever plays him even though he's so much fun. So buff or nerf or rework?

Pretty sure he doesn't need buffs right now.
I played ziggs once, by accident, and went something like 8/0 because people did not respect his crazy range. element of surprise is a huge advantage, especially at low elo. Nobody knows how to dodge his bomb bounces properlt, tons of outplay potential with his charge, and the minefield does absurd damage later on
He's not bad at all people just need to learn how to throw his Q.
You hit people in the minions or you 1-bounce his Q. Any more than that and you're asking not to land a hit.
Artillery Mages are doing pretty great due to the loss of Locket's MR aura.
