Someone explain the problem boards has with Aphelios

He seems bad. I really don't understand all the "OP" posts I'm seeing here on the boards.

Every site I can find for statistics shows him at a sub 50% winrate in every lane.

In game with him he seems like a totally helpless ADC. He has no ability to move quickly, or dash. No reliable way to CC incoming targets. Occasionally he has access to a short root, and that's it. Sure he has pretty decent dps, but not especially more than any other ADC from what I've experienced. His ult does basically nothing unless he's somehow magicked getting mega fed out of his terrible kit, or happens to have his rooting weapon up.

I'm just not following the hate the boards seems to have with him. By all the statistics I personally can find (and I'm open to others if someone can source better) and from what I've seen from him in game he seems awful.
