Make 450 ip champions free to pick and problem solved with draft pick

Everyone can play draft pick and no need to remove it anymore. Remove blind pick instead.

Blind pick (flaws and all) is one of the most played modes - on top of that normal draft has the requirements of minimum champion pool and certain levels - which would mean people with few champions or low level literally couldn't play.

To make the level of changes needed to make this viable would be pretty big. Ultimately, we would like to take the best aspects of both normal queues (position preference from Normal Draft and less hardcore gameplay/speedy champion select from Blind Pick) into a single queue.

That's definitely an avenue we're looking into as it solves a lot of problems with blind while keeping much of the benefits - but there's a lot of work involved in making that a reality, so we have no solid timeline on when that will happen (or if this is even how the end product would look)
