The only buff Runeglaive needs

Is to increase the Ap to 60 ( 80 could be over kill). The mana is fine, mana regen on the passive is fine, the 10 % cdr will be missed but I think that 20 % cdr is not that needed on 1 item, especially considering that many ap junglers would still go for items like Tooth ( For Bruisers ) or Nomicon ( For the more Caster type junglers) and in some cases they couldn't use both because of the cdr could go to waste. Runeglaive's AoE spellblade also applies on Spell Effects ( Not on hit) so it counts as maigc damage for Ludens, Liandrys , Nomicon and Rylais. The only jungler who is effected greatly is Fiddle ( Karthus, Heimer and Brand 2, if you really wanted to jungle with them) . That I am sad about, but other then them, it is a buff to all the bruiser mage junglers, and they are the majority of the mage junglers that we have. In a meta, not all the champs fit, as shown in the current meta. Bork is such a great item because of its effectiveness against tanks that are the major deal now, however, not all adc are so great with a Bork into their build, some use it very well ( Vayne for instance) and others not so much ( Varus for example). The only problem I see, could be the lack of Ap, but that Riot could look into.

Possibly.

On the other hand, I'd be rather careful with buffing it in 5.13 already - that patch features a great deal of changes to AP itemization in general, and thus might make it stronger, not from the item itself, but the interactions with the newly buffed AP items.

Agreed. They might have had that in mind when they released Runeglaive, knowing that the AP itemization was going to change soon anyway.

Btw. I tried Diana with Runeglaive, and it is disgusting how quickly she can clear :P. Nashor's is really good on her in conjunction with Runeglaive, though I think you should get your Zhonya's or Abyssal before building the Tooth. At around 300 AP, your damage is insane with the procs of Runeglaive and Nashor's tooth. 3 hits of Nashor's to proc your passive will equal 180 damage from Nashor's, and 160ish from Runeglaive (dependent on level), and finally about 400 from her passive. That's almost solely from basic attacks, and her abilities have pretty good scaling and should have access to full base damage at level 13 (minus level 3 ult). I was seriously clearing camps in less than 2 seconds in the midgame. And she can take towers SOOSOOO fast with all of her magic damage she can apply to towers. She's really good with the item right now.

Other champions should be pretty good with the Runeglaive too, but this item looks really solid on Diana in particular. She doesn't really need the boost in AP the OP suggests purely based on how well she uses the passive, but I can see why other junglers would want a little extra AP for their troubles, and given AP junglers are kinda gimped from their very nature, I think it wouldn't be very harmful to give them 20 extra AP.

I think it needs more than just an additional 20 ap thrown at it. The mana regen passive feels very underwhelming until you're almost out of mana, keeping you at consistently low mana totals, therefore just as susceptible to invades and just as weak in ganks as before.

However, if you are to compare to the old one ( Magus ), we got no mana or mana regen, so in this case, it's a buff

Of course it's a buff, but it's one that doesn't really solve the problem. Taking away so many combat stats and giving in return an underpowered mana restore mechanic is not a buff to the item.
