Don't remove Raptor Cloak!!
Find some other way to put it or its effect into another item. For real this component item itself is absolutely godlike and a godsend for immobile champions who can't just fork up 2900g right away for DMP.
I agree with the removal of Zz'Rot and Ohmwrecker, but find another thing it can build into or put the effect on another item please. DMP is probably not an option because that'd require nerfing DMP most likely and making it less useful outside of lanes where Point Runner isn't active.
But seriously, keep this effect somewhere. I would build it often just for the MS bonus without completing the item because this component alone is that good. It's like Tiamat levels of a good component.
Sadly no suggestions off the top of my head right now, but please look into this.

. I have build it a few items on him and it actually makes his laning very smooth against range matchups. When under my tower I have dodge more poke and I get less punished when trying to go for cs. Hell I can even zone them a bit if they are to far up. In theory this should work for tanks as well but the reality is that this zoning pressure doesn't really work on a champion that doesn't have killing pressure. And for cs'ing their are better alternatives like 
that provide a lot more compaired to Raptors.

on old Garen vs ranged matchups since its super good on him.
Its a good item for any champs that cant deal damage vs ranged matchups.
Reasons: Gives speed, gives armor, gives hp, gives health regen, gives also cd
I think Health regen is the key: Doran shield + second wind + ohmwrecker gives so much health regen after taking damage that you can survive on lane and just farm fine.
But if you have mana issues than 
is better. Its the same stats but gives mana.
