@Riot: Please balance Zoe and Viegar next, they're way too strong.

This is the second time I've come across a successful ADC Viegar; if he can lane against an ADC, and then carry like one, along with his cc, that's broken (And in other games, I've seen him build Warmogs and health - twice now - because he didn't need to buy the equivalent AP item to be effective). Also, Zoe's paddle ball doing 700+ damage before mid game? Yeah, that also needs a look at (scaling and a tiny bit off the top end).

As an aside: To comment on a recent patch, why buff Brand? He's already an oppressive support that can go mid if played well, and you just doubled his base AP damage... this is like a Sona buff, just not necessary. I would love to know the reasoning behind that one.
