Riot please change Teemos Q

So teemo got a rework like a year ago and riot didnt change teemos blind on his Q it seems like 75% or 80% chance you cant hit any target for a duration. Riot needs to state something about blind and how it works because not hitting anyone for that 75-80% is just annoying and frustsrating. I was expecting Riot to remove his blind ability because thats where teemos power comes from because in lane if they cant hit you then your somewhat invincible. So yeah i jsut want riot to explain how Blind works and how much blind does teemo give my guess as i said 75-80% of the time you cant hit anything weather thats CS or Enemy champions or jungle camps. But in my opinion it should increase depending how maxed your Q is like at first it should start at 25% blind and when its maxed out 60-65% blind.
