he doesnt need a full rework. he just needs a small update similar to what yorick had a few weeks ago.
they need to make changes to villainy, so garen can have control over his own kit. the problem is, for a mechanic that has so much of his power budget tied into it, they need to give us some level of control over the mark. otherwise it will always feel shitty to use when it just lands on completely useless targets half the time.
the easiest solution would probably be to allow him to chose the villain himself when he gets his rank 3 ult.
his lategame is so bad right now, that a buff like that would make the most sense.
