jhin buff plz

in my opinion needs a buff he get's out classed by pretty much every other adc sure he does a lot of damage and can catch out enemies but if he's in a fight with another adc who he won't be able to kite like um cough cough not to mention if he gets behind it's almost impossible for him to come back i had a few idea how they could buff him

1 make his fourth shot deal true damage this may seem like a stupid concept but jhin has almost no way to deal with tanks unlike other adc's 2 increase his passsive % scaling 3 make his ult more punishing to block
