And yes it's true. You can have 2 items, and then go full tank and still outdamage the adc.

Nerfing the Y items doesn't change anything, the problem is always sated.

ATM Sated's passive is : Every second basic attack against non-structures will trigger a phantom attack, applying on-hit effects twice.

I suggest you change it to : Every second basic attack against non-structures will trigger a phantom attack, applying on-hit from non item sources effects twice.

That way no more item 3124 or item 3748 bullshit.

The reason why I think this is the best nerf achievable is because Sated was originally to help autoattackers who had on-hits in their own kit. I'm a huge fan of jungle Irelia and I don't wanna see her get nerfed because tank MasterYi or XinZhao are too strong.

Because the problem isn't sated. At the end of last season, near no one was complaining about Devourer junglers, and they were rare to see to at all. The main culprit as to why they are oppressive to play against now is Rageblade, and to an extent, the juggernaut items. With Rageblade, it actually allows devourer junglers to go "2 damage rest tank" builds, as rageblade gives them a lot of AS, mixed damage, and AoE teamfight and waveclear.

Before this, if a devourer jungler actually only went two damage items, they fell off hard, and could be easily dealt with, meaning if they wanted to do a good amount of damage, they had to build it, making them squishy
