Give Talon's W some damage back

In patch 8.14, Talon lost some damage on the return hit of his W: INCOMING DAMAGE 70/95/120/145/170 ⇒ 70/85/100/115/130

Back in those times, Talon had a way easier time killing people as Electrocute was dealing way too much damage, and general rune damage was also higher. He also wavecleared too easily earlygame. Now that those have been tuned down a little, he's much more healthy. Right now he isn't in the greatest spot, and there are a few reasons imo why his W should be buffed back a bit:

  1. It's his most fair source of damage. It's an actual dodgeable ability, unlike his Q or ultimate (technically he can miss his ult but come on). If he's able to oneshot you without even needing to hit his return W because of its low damage, then what's even the point of this skill anyway?

  2. If his W was nerfed to reduce his waveclear, by all means reduce its damage to minions. It'll tackle his waveclear while allowing him to keep his assassination capabilities, which seems fair considering he is an assassin after all. Or just up the scaling so it starts functioning lategame again.

  3. His W has a delay to it, which helps in reducing some of those "instant oneshot" scenarios. Currently it does such pitiful damage that it legit doesn't even matter whether he hits it or not, making the rest of his combo overbearing and way too quick to kill with.

I legit think that making his W return damage a little higher would go a long way into making him more fair, as it's an unique ability and an actual skillshot. Now of course, simply buffing its damage seems problematic since Talon does a large amount of damage at early levels already. But if its scaling were to be buffed slightly, you could make an argument for it. Also don't forget that with the rune stat changes, you can now get an early 5 armor which actually reduces his damage by a decent amount.

My proposal:

His ultimate currently scales at 200% bonus AD when fully hit. His W only at 100%. Why not make his W return damage ratio 20% higher, while reducing his ultimate's total ratio by 20%? That way his early damage remains pretty much identical to what it is right now, and towards later stages of the game it can start waveclearing again with the higher ratio. His total damage will remain unchanged, but this will allow his main damage source in lane to not feel like hitting someone with a wet noodle after a few levels, and it will keep his "lvl 9 waveclear" capabilities balanced. Also he won't flat out be buffed (since most people don't want to see him buffed). Thoughts?

I'd rather see Talon get a buff on his E in the form of more utility, rather than just straight up more damage.
