feels fine to me. You should have seen him just after the rework; then he was desperately weak. He got several rounds of buffs after that because he was released so undertuned, because the old version of him was oppressive against fighters and they didn't want to make that mistake again.
The thing about him is that you have to combo up everything he does if you want real damage. You can't just hit an E and pull; you need to hit E, W while they're immobile, pull just before the hold ends, then Q and auto simultaneously. People also underestimate the importance of his autos; you need to be chunking their health with autoattacks every time you can in order to have an effective game before, say, level 10 or so. Finally, remember that his passive can pull any immobilized champ, not just the ones he stuns with his E.
The only area I've ever felt that he needs a buff in is his waveclear. Even by midgame, he can have a Q stopped by a full-health minion if you don't aim properly. Most of his abilities, particularly his W, have reduced damage vs. minions; I've never been sure that was a great design decision. Still, if you want to blow through a wave, it's possible. Watch some of the pros do it - they'll usually W the entire wave first and then Q through it in two or three shots.
He does have some bad matchups; particularly
. However, he makes up for it with good matchups against some particularly cancerous ranged toplane champs that give a lot of the rest of the field fits - for instance,

I know he's not that weak, because he's one of a short list of toplane champs that I actually feel comfortable enough taking on the blind.
