As long as we define Assassins almost entirely by their combat potential, we will have moments like in the past when Assassins would start building Tank items while still deleting squishies, or the current situation of "Why play Assassins when I can play

Since you brought up Cho'gath that's not the assassin class' fault at all since Cho'gath is a tank that is currently extremely imbalanced and directly goes against any and all design choices for tanks. That, and the fact that the current tank items he purchases have far too much synergy with his 'Nom.
Furthermore, we only get assassins building tank items when assassins have no go-to items to build AND when tank items are overly broken.
