Why can every other champion in the game cast any ability when they want but kass has to wait for 6 spells to cast his e?

Before becoming the void-fighting paragon he is today, he used to be an insane anti-mage, out to destroy all magic. Or, something like that. His E charging based on spells cast around him is tied thematically to that old concept, drawing power from spellcasters.

It's a powerful AoE slow with the potential to do a lot of damage. By making it so its reliant on building charges Riot can afford such a powerful ability, because it's heavily gated.

The charge function gives another form of counterplay, encouraging enemies to be careful about how they use their abilities with Kassadin around, lest they give him access to that exceptionally powerful ability of his own.
