So I am going to buy some rp soon, and I am trying to find the most efficeint way to get champions. When you reroll champion shards, are you Garen teed a new champion? So far, I have rerolled 3 and got 3 new ones. Is this true? Or is this just good luck?

When you reroll champions shards you 100% get a champion you don't own as a permanent but you know, Champion Shards can be bought with IP for 1700 IP only.
