Riot, if you hotfix an item...
please hotfix it's tooltip aswell, its incredibly annoying when the item has a 50% longer cooldown and gives less thats than shown below.

They've mentioned this before.
They can't fix the tooltip because of two reasons:
- The hotfix changes are server-side, not client-side. No changes are made to players' installed clients. The tooltips are stored client-side.
- Tooltips need to be localised into each language before they can be shipped. In theory, a number change shouldn't need re-localisation, but you never know - those tooltips have some spaghetti code.
