I tried stromraiders surge and it did not seem to work. I removed 75% of a champs life in custom in about half a second and I did not see any increase to my movement speed.

Bug? or does RIOT hate

What role are you using him in? Top or support?

As for a Stormraider's bug, very possible, IDK.

Top I'd guess that you'd be best off with Grasp of the Undying. Support probably Bond of Stone.
