Is bard actually a support?

Yes he doesn't have any damage but that shouldnt just equate him to the support role. I feel like support should have consistence cc or buff throughout a team fight. When I play bard after I use my q and meeps I have to wait a long time to bring out another cc and buff. It just makes me feel useless in team fights because most of the time I am just auto attacking enemy with low damage. I think the max stun duration should be 1.8s if you stun 1 champion and 2 seconds if you stun 2 champions. I believe it should be 2 seconds because in team fights minions are always in the way and make it really hard to land a stun on two champions. Meeps cooldown should be reduce or everytime you auto attack a champion with a meep the meep cooldown will be reduce by 2 or 3 sec. Or make it like Yi q everytime you auto attack a champion the meep cooldown is reduce by 1 sec. Its just some idea to make him more useful in team fights.
