Generally speaking, I think most of the changes are positive, but I'm still a bit wary of how much this will actually change things bot. Statikk Shiv has always been for wave clear. Rapid Firecannon has always been for poking. Stormrazor just... exists. The slow is great and all, but 0.5 seconds is not much of a window. If you're drastically ahead, it might mean the difference between getting another auto off, but otherwise I can't see it actually having very much of an impact. Given that it is an effect that has to charge and exists alongside items like Frozen Mallet and Duskblade of Draktharr (EDIT: Duskblade doesn't apply with ranged champions, so consider something like Iceborn Gauntlet instead), which arguably accomplish the same thing, but better (and are already being built by some ADCs), I don't see it actually getting much use. The amplification of energized effects was removed as well as the attack speed and attack damage it offered being reduced, making it even harder to capitalize on the slow it provides. You are expecting it to compete with Infinity Edge and Essence Reaver, and not giving it the tools to do so. I want to include Senna in this post because she exemplifies what a sniper should be. Her attack speed is heavily reduced at the benefit of hitting harder and at a farther range. Why is this relevant? We have two items here that mean to accomplish two different goals. Stormrazor is about creating opportunities for dealing damage. Rapid Firecannon is about being able to poke your opponent without much retaliation. So why is it that Rapid Firecannon gives such a significant buff to attack speed (30%) while Stormrazor is quite literally being cut in half (30%-15%). Maybe I don't know anything about what I'm talking about, but it would seem to me like Rapid Firecannon is enabling every marksman on the roster to fulfill a fantasy that they weren't designed for, without any drawbacks. If Caitlyn can get out-traded when she tries to poke because her opponent built Rapid Firecannon, that's a problem. "But she can build it too." Well of course she can, and she should. It is an item that synergizes with her playstyle. The problem being that her opponent can build it too, and will actually get more out of it than she does because the impact of the stats outweighs the impact of the unique passive. The original Stormrazor actually did it in a way that was semi-reasonable, people just used it in ways they weren't meant to and then complained when it didn't work like they wanted. Nobody was forced to rush Stormrazor, they just did because the item wasn't balanced very well. And instead of trying to balance it, it got reworked into the mess it is now. The idea that an item could affect your playstyle by pushing you to attack slower but hit harder is exactly what would refresh botlane and allow for diversity in the way that ADCs deal damage. I'm not proposing a solution because it would likely get shot down anyway, but these are just things to consider as the crit items have consistently been subject to criticism and constant reworks.

Another change and another way to make adcs even more powerful. It's not surprising anymore, just disappointing.

It's possible we will see the return of most ADCs rushing Shiv instead of IE. Shiv's damage buff and easier build path seems enticing now.
