Well, yeah, Press the Attack and Electrocute are both similar.
However, one is gated behind only being procable by Auto attacks and the other, while it isn't gated behind it, does encourage ability usage.
Press the Attack was the replacement for Fervor of Battle when Runes Reforged came out, and Electrocute was the replacement for Thunderlord's Decree.
If I could choose, I'd just replace Press the Attack with Fervor of Battle again. I don't like 3 hit passives, I don't like burst damage and I especially don't like increasing damage by percentage, which is what your rune suggestion does (and by a total of 15% no less).
While I don't disagree with everything you said, consider the following:
DFT users don't tend to AA much, so we don't WANT this to be proccable off AA, we want it to gated to abilities much like AFT was. We also don't want to see it proc off the SAME ability doing multiple instances of damage (e.g. Taliyah Q or Malzahar E) so we have to include the "separate" bit much like they had to with electrocute when compared to thunderlords.
Deathfire touch is unlikely to come back as riot WANT things like the 3 hit proc style. If they didn't mind straight up extra damage on abilities then DFT would already exist (they stated this was the reason for not keeping it). Our preferences, and those of the professional community, have no power to sway them on this.
If you can't have a burn effect, then an increase in the damage being done is the next logical choice.
15% is approximately the difference DFT made to most of it's users, though riot overshot this with the one consolation buff they gave for DFT being missing; Brand passive doubled xD
Riot added the "burst" part of PTA because they, and many others, felt proccing it felt underwhelming. I'd imagine they would feel the same way regarding this, so preempted this with a little burst damage. Notice it scales off level, not off AP/AD to prevent it being as abusable as electrocute, and it's actual damage is also pretty small.
