Veigar: Passive Too Powerful
While I understand balance happens on a regular basis, one thing seems to always skirt by (as far as I know).
Veigar's Passive.
The passive is interesting and creative, but has one big problem.
He technically doesn't need to get a kill in order to get it more powerful.
He just needs to hit an enemy Champion with an ability. And it has no limit (or at least not a listed one).
So I feel that some quality of life changes are needed to balance out his passive.

Have an ability power limit on his passive. This is a somewhat easy fix, by putting in a set limit of how much extra ability power he can obtain from his passive, it makes it so players will have to work harder to get kills. Sure this change will undoubtedly bring complaints up, but this is sorely needed. (recommended 100-200 ability power)

Make it that he has to get kills (not just hits) to get the extra ability damage. By forcing players to get kills, whether on minions or champions, it brings a new play style to Veigar that he doesn't have. Something along the lines of 1 ability power for regular minions/small jungle camps, 3 for brute minions/large jungle camps and 5 for champions/special jungle camps. Again this chance will bring in complaints but will help balance him out.
Currently as he stands, there is no limit on his passive, and since he has one ability that can often easily hit enemy champions, he can get ability power quickly. So he can build a little more reserved, relying more on ability hits to get extra power from his passive. The changes I am suggesting will be balanced for enemies fighting him...and challenging for Veigar players.
