There was a long period of time when the Cassieopeia rework was totally fucked up and unplayable, and there was nothing left of her old playstyle.
This is not that time.
Maxing Q first is viable again, and so is maxing E. You actually do a ton of DoT damage with Q if you throw in an E somewhere. Late game she has hilariously large amounts of AP to destroy people with.
The rework was only executed to fit a lore event. There were no gameplay issues with pre-rework cassio (or at least fewer than with post-rework ironically enough). I'm willing to bet that Stashu wasn't given a hell of a lot of time prior to it hitting live to come up with something.
To me, what happened to cassio is proof that riot will even do completely unnecessary changes to unpopular champs because some dickhead in marketing things it will improve an 'event.' Meanwhile riot won't touch popular champs without first going over every nook and cranny because they are too gutless to upset a larger segment of the playerbase, even if those changes are completely necessary for overall game health.
