Riot, why do you still keep Blitzcrank's Underdrive there?

All your "Omg look at this high percentage movement speed!" patch would have been great if you didn't have a movement speed soft cap that drastically decrease their effectiveness.

Just like how Zilean's MS bonus going from 55% to 99% only gave him 60 more movement speed. You nerfed the duration in half for that. It was an effective nerf.

I suppose your goal was to nerf Blitz, but you removed the Underdrive effect from him in season one because it was "unsatisfying for the Blitz player". In that patch, you nerfed Overdrive's MS bonus but also removed Underdrive. Why are you bringing it back now?

Blitz has more move speed now.. seems like a buff and not a nerf... now impossible to get away from him.

It's risk and reward. He gets more MS at the price of putting himself at risk if he fails (meaning he can get kited to death or at least take damage without being able to run away so fast).

It's taking away some of the safety. Considering the rest of Blitz's kit (grab, cc, low cd, silence aoe, good ratios for damage, passive shield if he builds mana), giving him a little risk won't break him.

Like with Zilean, this change is to increase burst mobility at the cost of long-term mobility.
