The Problem with Guinsoo's

As everyone knows, the main champions who abuse this item are &

What do these champions have in common? They are strong duelists with poor wave clear.

removes their weakness of slow wave clear. They already did takes turrets quite quickly with sheen procs and attack speed. Now they can reach (weaker) turrets more quickly (b/c of the AoE granted by Guinsoo's), AND take them even faster than before thanks to the massive attack speed of 64% (BY FAR , the greatest AS item in the game) granted by this item.

Not sure why there is even a ramp up mechanic on the item. That means nothing to these champs who can quickly reach max stacks via AA resets and AS steroids.
