Seems ok for me. Hes 2 levels behind and has no armor pen while poppy has 150 armor and got an redemption heal. Just look how fast Lucian died. Looks like actual balanced.

Maybe instead of buffing ADCs they should have nerfed tanks. But wait, when I say nerf ADCs and tanks, I'm wrong somehow.

Correct me if I’m wrong but weren’t tanks and their items nerfed and AD items were buffed leading us to this state?

When were tank items nerfed? Their items became more effective against physical damage, percent armor pen was reduced, BoRK was nerfed, Adaptive Helm was created, Stoneplaye was created, and Bramble Vest was created.
