Can Kog have his old Q back?

I mean his OLD Q.

You know the one.

The targeted nuke with the 0.7 AP ratio and the flat resistance shred. It was a handy tool for helping Kog deal with soft targets trying to duel him or divers jumping him. I miss being able to get 70 flat magic resist shred on Kog and hitting squishes for true damage+
