Possible suggestion for draven?

tl/dr: punish draven for dropping an axe, but refund some mana if the buff wears out on it's own.

I was duoing with a friend who mains draven a lot, and thought of something that might be useful

DISCLAIMER i don't claim to be an expert, any numbers are a suggestion and should not be taken to be absolutes.

If Draven drops his axe, he loses a few adoration, maybe 4 or 5.

However, if draven's axes collapse (he runs out of time before throwing a new one) 50% of the mana to cast his Q is refunded.

Personally, i think draven is too much of a bully, but I will not deny he has counterplay available, IMO, this would be a slight penalty to lower skilled draven players, but it also give opponents a chance to lower the collossal amount of gold he can cash in on without having to commit to murdering him.

To compensate for this minor hit, he would be able to move between lanes/roam without needing to stop and auto attack random camps or dragon/scuttle to pray he doesn't lose his axes before he gets there. If he did need to back off, he can recast his axes a bit easier since, if 2 axes were refunded, he'd have the mana to recast at least one.

Maybe if this is too close to a 'buff' for him getting the refund, his base q cost can go up by 10~ mana or something of the sort, just an idea i thought might work
