Come on man, You can nearly ignore his ult if you have a cloth armor.

Lucian is known as a Battle adc as in he sticks in the fight and not shoots from far away ( Think Caitlyn or Jinx )

The black cleaver extra health + phage helped him kite and do what he needed to do while ghostblade helped him gain that extra movement speed for being on a pursuit.

I dont think that ADC itemization is bad but Lucian just isnt fit for the crit build considering hes supposed to be a lane bully or atleast do damage ( which he doesnt anymore )

Thats because people still build the penetration build instead of the normal lategame adc build.

Armor pen lucian was a cheesy early game build. That doesn't work any more. Stop building it.

He's still weak on crit build. I made a post a few days ago about his problems. Lucian was never OP when going crit on him was the norm. He had a low win-rate even then. But he was still pretty strong. Right now, hes suffering because he took a bunch of nerfs BECAUSE of the Arpen builds, and now that hes back to a Crit build he was only meh/normal at, hes even weaker than before; and he sat at a low win-rate for a long time going crit builds.

I really think some of his nerfs should be re-evaluated now that items have changed. Esp. his Q range nerf. He needed that range to have some sort of lane presence going slow scaling crit builds and to be relevant. Point is, he simply has no lane presence anymore. He gets chunked out by just about eveyr ranged support and out-trade by every champion with pieced together crit pieces. Whereas with the Arpen, he was bulky, strong, and could easily all-in even after the Q range nerf because he didnt need to poke people down before he 100-0 them with Ghostblade. He cannot 100-0 anyone with bf swords and pick-axes anymore; esp since you are going to land very few Q's in lane because of the range nerf. You pretty much have to be right on top of a melee minion to hit an enemy adc with it. Meaning, you are def. in range to get hit by harass first. Like I said, it wasnt a big deal with Ghostblade because it was OP on him. Crit item components aren't.

Right now hes just so weak in lane that he gets bullied out by everyone. He can't harass because of how low range Q is, he can't all-in because he just doesnt have that kind of pop with essence reaver pieces, and supports and such are just much stronger than before on top of that. So you spend most of your laning phase trying to survive like a hypercarry, yet he gets outscaled by a lot of 3 item adcs; so then whats the point of going him over any of them? I think hes still decent once you get 3 items, get into teamfights, etc. But hes so weak in lane now that its a liability taking him. Anytime I play him, I always realize that if I just picked Jhin/Ezreal/Cait/Vayne/Jinx/etc I would have 100% had an easier laning phase and scaled way harder.

I really think thats an easy fix that wont break the bank on Lucian. Revert his Q range nerf and see where he's at.

Funny, because his most frequent build is the crit build, as is his highest win percent, though that win percent still isn't that high.

So what are you basing that on?

They're planing to indirectly buffing him for now, they might do it if he's still bad after buffs.
