Reason behind Lord Van Damm's Pillager on Crystal Scar/Treeline?

I was wondering why the Lord Van Damm's Pillager at all compared to infinity edge? Its way less dps overall due to the loss of crit dmg, and the reveal does not work against stealth, just reveal normal targets in a bush.... pretty pathetic upgrade imo.

The bleed for an additional 150% of bonus AD as magic damage over 3 seconds, doesn't work if u crit again in 3sec either, would be nice for a stacking debuff on a target if possible.

** Looks to me that adc's need more of a buff on Treeline/Crystal Scar, so why the nerfed pillager "reveal" + 150%ad as magic/3sec over infinity edge's crit dmg?**
