More tenacity please

Can we please have a small increase in tenacity mastery or boots. Maybe even make a new item for it. I feel there are way to many chain cc combos that can lock you down. Then after you are locked down you have slim to no chance of living even as a tank. I just feel if you get chain cc there is almost no counter play for it right now. To me there should be some sort of better balance. Instead of a 2 sec more snare. Followed up by other various cc and I have to just wait to take it up my champs butt. Or these champs who can kite so well with ice born and you can never run from them while they burst you.
