Cats vs Dogs is a bit... I dunno, silly? If it's an April Fool's Versus event, it's one thing, but overall it seems a lackluster for an event.
Kayle and Morg are both getting updated, the community is hyped about it, the dev team already has these two on the brain; why not do the Versus event around them?

It takes time to concept and put together skins, meanwhile they have their resources for these two going into Visuals, Kits (Kayle mainly), Voice Over, animations, ect. So they had a lot to do already. Plus, Kayle already has a Legendary (Aether wing) so that in itself will have a massive update, so you're asking them to make ANOTHER one on top of that.
As much as I want to see a Morgana legendary, now was not the time.

Darius got to be in a Versus Event too even though he already had a Legendary AND a Mythic Gemstone exclusive skin.
