Right now she is a marksman that goes top lane, builds like a marksman but plays like an assassin which also has a ton of utility.
She is all over the place man and its really hard to justify playing her over anybody else. Not too mention how akward and clunky her skills and attacks are.

I'll take Vayne over quinn for assassination potential and raw physical damage output seeing as Vaynes is unable to be mitigated. Not to mention Vayne doubles as a tank Killer on top of that.

Quinn does far better in top lane against Melee champions that she can easily disengage against. Not easy to do against an Ahri/Orianna/Azir which btw her blind is less effective against. Not too mention all they need to do is catch Quinn once and she will get blown up because shes a marksman and therefore is squishy like one.
There is a reason people go top lane as Quinn and its because shes a nightmare to deal with against melee bruisers who she bullies around.
