Seriously not only does he have the highest burst damage among ADCs but he also out scales most of them, is tankier than most of them, and is more mobile than almost all of them except for Lucian/Ezreal/Quinn and Vayne and he outscales all of them.
Seriously currently he is the best ADC and one of the better junglers while also being an amazing top laner.

I legit believe that Ashe is currently the second worst champ in the game after Yorick.
She takes too long to get to power and when she does teams have already built a ton of armor and her "Kiting" doesn't mean shit when every body has a dash or 2.

Sivir provides utility, but i agree she needs some tweaking to fit in current meta.

Right now at full builds Graves will utterly smash any damage Sivir can put out in a fraction of the time she can put it out.

I mean her ulti does fill it but Sivirs Q and W are constantly used in teamfights providing AOE damage in a consistent fashion where as MF drops her Ulti and then a Q when appropriate and then her E for utility.

Ye but u are forgetting one thing about Graves. His bullets only hit first target, so if u have some armor heavy front line he cant really do much can he? While sivir prefers front target as her attacks bounce behind.

Well it hasn't been applied yet.
Well they wont apply patch for 1 champion only. They will roll out all changes in one patch. But point is, they are aware of issue and they are working on it. Contrary to popular opinion, Riot doesnt REALLY have a big red NERF button and whenever they wanna nerf something they just press it. They have to make sure they dont screw champ completely.
