Why doesn't the Devourer enchant build out of Stinger?

I'm vaguely annoyed that it's the only one that doesn't give CDR. It would up the price a bit, yeah, but it would make my sense of symmetry feel better.

Let's make (arguably) the best enchantment for AA-focused junglers noticeably stronger.

Sounds like a plan.

Except it was nerfed into unviability. Its chilling smite or youre not jungling now.

...what? Devourer is an enchant. Chilling smite is the first upgrade. You can have both at once

Last I checked, the Jungle is getting its socks rocked by Vi, Jman, and Lee, all of whom buy the Warrior enchant. Most of the auto-focused Junglers got pushed out when Devourer and Skirmisher's got double-nerfed. Wolfy was crazy, yeah, but everyone else really ate it with that nerf.

But, before they were nerfed, the damage output from the on-hit effects was insane. Have you noticed that the general rule with on-hit based builds is that they're either too weak or too strong?

I think the junglers who benefit most from on-hit effects should be buffed on an individual basis, rather than an overarching buff to on-hits themselves. Pre-nerf Skimisher's + Devourer was crazy as bat guano sandwiches.
