Imagine if Riot decided this and tuned mage items accordingly, and nerfed any item that deviated from this vision of mages rushing Rabadon's Deathcap?

That's what they've been doing with ADCs since preseason.

I had a thought that they should just give Deathcap a new/interesting passive and make a % AP increase a part of the AP stat given by items. Essentially divide Deathcap's passive among a number of separate AP items.

Like, for example, have Hextech GLP-800 give +6% AP. Then you can have some items that grant more early power not give the %AP bonus, like Gunblade.

Letting AP champions enjoy a greater diversity of items without having to devote a slot to a "just AP" stat stick for their stat to scale well into the late game.

Would probably need a bit more tuning than that, but it's just a thought.

in the top winrates for bot lane we have a crit adc(twitch) an on hit one (kog maw) an ap mage(ziggs low playrate though) a blade,BC builder (lucian bigger balance issue though because of playrate) and a lethality one (MF) if this is riot trying to force adc's down one build path then they are failing terribly

Mages are different because they don't get protection from a support. So they need to be allowed to rush variety of items.
