Is there an elo where adcs respect the level 2 spike?

An elo where adcs don't help leash for too long. An elo where adcs don't walk up to level 2 taric when they're level 1. An elo where I as support am not levels ahead of my adc by 5 minutes. Does such a place exist? If so, where?
