Why does Jhin's Q get increasing damage based on kills?

It seems like a gimmicky mechanic for him, I understand that they need to inhibit his poke without it being completely useless, but it doesn't seem to even focus champions when using it in lane so its more of just a situational wave clear ability.

Any thoughts on this ability or his kit in general?

Well, it kind of forces the player to use their brain if they know how the q works (no, I haven't played Jhin, only seen the champion spotlight), but from the description of q, I can only imagine it forces the player to target minions with low health for better wave clear, and possibly poking the enemy.
