Another person incapable of differentiating balance and design. Irelia is mostly statcheck champion meaning she shouldn't be allowed to be strong because of how little effort she requires to achieve her full potential and how little opposing player can do to reduce her effectiveness. She's one of the most non-interactive champions in League. On top of that she doesn't deliver on her fantasy, doesn't have any strategic identity and her E is really poorly designed ability on it's own.
Also Ornn doesn't need that much. He's simply unreliable and is simply outclassed by reliable champions and especially ADC and supports. Not to mention he's a vanguard and their items are a little week at the moment when compared to items for wardens that just stand here and protect ADC. He could use a little bit more reliability in his kit, but only a little more, like giving him some kind of big AOE of heat when using one of his abilities, but that's it. The moment when other classes and champions get hold to the counterplay standards and itemization get some needed work I would assume his (and others unreliable champions) winrate will increase.
When it comes to other champions in need of a rework it's matter of few things. First off, They need to have direction for a champion. When you pick one and rework him just to rework him without any concrete ideas as to what you want to do with him it'll just bring another not thought out, uninspired, forced update that didn't even fix his problems. Secondly, they try to avoid reworking champions of the same position, nation and similar theme in a row.
Irelia needs changes, big ones on top of that and there's quite a lot of reasons why and why it's already her turn.
