Sir Fuzzi2 votesIt's not supposed to be disposable. It's meant to have an implication; popping it off for an odd heal is not great.
It has 3 minutes' cooldown because it's pretty front-loaded with utility on just about anybody who can buy it. It also has the heal and that makes it pretty different from the others.
Bearing in mind that the others are more expensive (or partial builds), and also applicable to a different category of champs with very low overlapping, brings the cooldown into view as fairly reasonable.

Though honestly it should be the other way around.
120 isn't too bad though, that'd be nice.

Riot has literally said they would sooner make Suppression completely uncleansible than to allow normal cleansing effects to stop it (and then balance it from there)
Not sure why it doesn't remove ignite though (or at the very least remove the reduced healing portion of it)
OT: Could probably do with a lower cooldown, maybe 120 seconds? 90 is probably a bit too low because of the added utility of being able to use it on anyone (though one could argue the inability to use it on YOURSELF is an issue it has)
