Wouldn't Conq make more sense in resolve tree?
Since it has the healing and is meant for champs that stay in fight longer, wouldn't conq make more sense in resolve over precision?

It's a sustain damage rune with true damage to COUNTER tanks, the healing is secondary and not the main use for it.
The only reason it's in precision is because Riot don't know how to balance bruisers and never thought to give them an actual keystone.
Most users wouldn't want 3 primary attributes from resolve tree mainly because the only useful rune in the strengths section is demolish for most solo lanes, where in precision tree the options offer more flexibility. Also the resolve tree is more support oriented putting this rune there would force even more users to simply switch to PTA or Lethal tempo.
