Considering LoL is one of the most played game in the world right now, no.
Statistics make a "yes" answer to that question essentially impossible to offer.
18 champs have above 53% WW
53% seems like an incredibly mediocre mark to get upset about.

The linked Video essentially goes on to describe picking Red in a few tested RTSes gives you a 55% chance of winning where picking Blue gives a 45% chance of winning.
Perception vs. Reality issues certainly exist within tracking win rates. It's entirly possible for a certain champion to perform better than another despite both being equally balanced and on an even playing field due to subjective reasoning.
While it's amusing to think LoL's player-base is super level headed and so excellent at making decisions a 53% win-rate is 3% to much because said player-base only makes choices based on sound reasoning, logic, and facts:
I think we all know deep-down that's simply not the case.
