Equinox bug now two years old - can we look at it NOW?

Patch V4.17, the patch that Soraka was reworked in, came out September 25th of 2014. For those that don't know about the bug, Equinox refreshes every .25 seconds. This essentially means that, depending on the timing, it's possible to cast spells after a period of invulnerability - such Zhonya's or Bard's ultimate - as the silence isn't applied during those periods, giving a 0-0.25 second window when you aren't silenced. This will allow you to sometimes flash or use a gapcloser even though you're in the silence zone. I've posted about this three or four times now over the years (I can say that now) and still haven't gotten a response... I've been maining her since that patch (so, two years now), and it only gets more annoying the more it happens. Couldn't the silence just be applied during those periods of invulnerability? It shouldn't have any other adverse affect, since in both of those cases they can't cast spells anyway, and it already goes through other types (such as Kayle's ult) since they don't protect from CC. I am aware that she's already too powerful, and would need some form of compensation nerf likely (though, the bug only crops up occasionally, since many times the refresh window is too small or the player doesn't know about it and doesn't try to flash out of it). Still, bugs shouldn't be a balance point. I mean, the bug has been around for two years. I think saying that it's been excessively long is a vast understatement.
