Tear/Catalyst interactions with Lissandra could use a QoL buff (or bugfix)

Building either of these items on Lissandra is pretty good due to her very high mana costs/ low regen, but it's actually less effective than it is on virtually every other mana-based mage. How? Because of thier interaction with Lissandra's passive. Whenever her passive procs, neither tear or catalyst's passives work due to not actually spending mana, despite casting a spell.

Ironically, before this patch in order to make her passive proc more, you had to max cdr and burn though most of your mana to get it so it was almost necessary to build a morello/athenes (or both) just to make sure you dont go oom in a teamfight.

Post-patch she still has the same problem, but now athene's/morello aren't as useful to her (since she has abysmally low regen) so she has to build a RoA/Seraph's but she is hindered since their passives could end up getting you killed whereas other mages could get away with a sliver of Health due to non-conflicting passives.

I hear people talking about how liss's passive is rather lackluster and negated by her high costs/low regen, but instead of having to rework her passive, why not just let these items work with her passive? That would make it so she can gain a bit of mana (15% of base cost for tear) during the passive and be healed for a small amount when casting a spell during passive (for catalyst).

As someone who like playing Lissandra , please don't give her the cold shoulder riot [zombie-nunu-tears]

No one should build tear on lissanadra. I feel sorry for your team if you actually do that.
