So, why is Graves exactly allowed to be grossly overpowered for months?

Let's be honest here, Graves has been top 3 jungle picks since at least Spring split, he's currently sitting at a 21% pickrate, 51.5% pickrate and 40% banrate in Plat+.

Every time I play vs Graves I feel like I'm playing vs a ranged tanky assassin adc that proceeds to snowball out of control if he ever gets a kill. He's good at every stage of the game and he's probably the best jungler to farm with because of his retarded knockback against monsters. Not a weak point in the game, deadly early, strong mid, and very strong late because he's basically an ADC and so he scales pretty hard too.

Are you going to touch him anytime soon? Either reduce his damage/tankiness, or reduce his ability to clear at constant full HP because right now there's no reason to pick other junglers when Graves exists in its current, gross state.

I'm pretty sure Graves needs to get close to deal actual damage. It isn't much from far away. Taliyah clears pretty well too. Her W can be used to knock back monsters and she can actually clear from ranged, unlike Graves. Weaver's wall makes ganks so scary as well. With Kindred, a kill means a mark, plus another mark from invading your jungle after the kill, and the snowballing continues. I don't understand why riot should nerf every jungler who clears well and/or snowballs hard. I'm not too sure about the 'strong at every part of the game'. Not even sure if that's true.
