In Riot's favor they wouldn't add in this feature for multiple reasons. But a nice feature would be an easier way to trade skins besides the 1000 up vote petition. Maybe an option that's in the store where you and your trading partner can trade skins, for security purposes make it so both users are active at the same time. This would actually allow Riot to create some exclusive mystery skins, and perhaps increase the purchase of mystery skins.
P.S Maybe add in a feature to this where you can buffer the trade with RP, so lets say I have a friend who has striker ezreal, I offer striker Lucian and a bit of rp.
With the hextech loot its not so much of a stretch to be capable of "independant" inventories for "dormant" skins/champions. Once its dormant, you can create a browser based trading system that hooks into your account-tied inventory.
It would also allow account merging by riot having an executive option create "inactive" accounts where ALL champions and skins become "dormant" for the purposes of migration.
