Teemo indirectly nerfed?

To my opinion Teemo got nerfed this patch due to the mastery changes in one way where he did bonus damage from moving impairment being removed. In another way Teemo got buffed with the green father mastery thing due to his passive going faster in a bush dealing bonus damage if unseen for a second.
