Riot Buff Viktor, he's crying. But seriously, Viktor is not an oppressive mage with a frustrating kit. His cc is unreliable but good for zoning, the bulk of his damage has a delay, there's plenty of counterplay to him but the nerfs to rylais made his damage a lot less reliable than it should be. A small but to either his cc, OR the delay on his damage would put him in a better spot without adding even more damage to the burst mage. ATM there really is no reason to pick Viktor over other control mages like say Anivia and Orianna who provide insane utility while doing quite a bit of damage, comparable to Viktor after you consider the fact that the second part of his damage is often avoided, without some help from his team or lock down. You dont play Viktor cause hes OP, you play him cause he`s a safe reliable pick. Add back a little more reliability to the kit given the nerfs both directly and indirectly.
