isn't this wrong? i know that vayne is extremely weak (if you think she is strong you must wake up) but rushing changes like this might ends up to just break the champion for like a 5th time.

I don't think vayne is weak, as much as her counters are all really strong. She's clearly not strong, but I don't think she's weak either. So I agree, They shouldn't change/buff her.
