The thing I actually dislike about Riot's balancing

So, I'm one of the few people here who think that this game doesn't really have overly strong individual picks. Howeve- pelted with tomatoes - however, there's something that I find pretty questionable:

When that anti-snowball policy gets ridiculous. If a champion scales well into late game and your misplay(s) make(s) them huge: nerf hammer. Oh he did well in LCS once? Nerfed. Oh he's dominating the lower divisions by walking up and clicking a few buttons? Nerfed.

Can't they give us some time for us to find ways around those champions? Won't the general changes to items and the jungle each patch already do enough? Can't they wait for that? By all means, make a few slight buffs here and there but why the heck would you reduce everyone's numbers even further?

It's the reason I don't want nerfs to the bruiser - assassin class (at least, not the severe ones everyone else wants). They're the last category of champions that snowball until 5-6 items are hit. I actually have to think; not just spam abilities on the wave and ward dragon.

IMO should always be balanced around higher tiered players. not necessarily TOP 300! or anything like that. but not like completely new players. also when balance takes place, it should only be small tweaks, then give it a week or two to see the results and the win rates, then adjust from there. by small "tweaks" I mean a matter of take away .1 from scaling or add .1 or lower spell damage by 5 or so. or mana cost by 5-10 etc. small changes.
